My Dissertation Thesis will have three parts. The first part will deal with measuring efficiency of hospitals in the Czech Republic using the Stochastic Frontier Analysis (SFA). The second part will assess efficiency of hospitals in the Czech Republic using non-parametric conditional Free-Disposable-Hull method (conditional FDH). Consequently, results of both methods will be compared and discussed in a separate chapter. The third essay will analyze the effect of user charges on inpatient hospital care.

The line of research is motivated by the ongoing pressures on public finances since increasing efficiency of publicly owned institutions is perceived as one of the ways to combat public debt. Having carried out a preliminary cost efficiency analysis and identified and some of its determinants for a panel of 99 hospitals in the Czech Republic in the period 2001-2008 using the Data Envelopment Analysis (DEA) and Stochastic Frontier Analysis (SFA) methodology in my master thesis, I aim to exploit the topic further. I will employ the SFA and take advantage of DRG case-mix index and other potential determinants of inefficiency which are believed to explain the portion of previously obtained group-specific inefficiency. The non-parametric analysis will serve as a robustness check of the parametric results. I will compare both methods and contribute to methodological discussions.

The second part will assess the effect of user charges on inpatient hospital care in the Czech Republic, specifically on the number of inpatient days. Using a difference-in-differences approach, I will analyze a panel of 99 Czech general hospitals in the period 2008-2009, with 2008 being the base year. User charges were introduced in 2008, however in 2009 regions under the political influence of CSSD, reimbursed patients for the user charges. The setup thus satisfies the criteria for natural experiment since the decision to reimburse was independent of hospital characteristics. Individual characteristics of hospitals will be accounted for in the model. A standard multivariate panel data model will serve as a robustness check of the results.
