Three essays on public procurement

Disertation abstract:
The subject of my dissertation is to provide economic analysis of current trends and phenomena of the public procurement in the Czech Republic.
Firstly, I will focus on the topic of public procurement of homogeneous goods. The goal of the paper is to show how institutional and procedural characteristics affect the final price of the public procurement. In order to get comparable prices, only public procurement of homogeneous goods is analyzed. Presented model attempts to explain the variation in unit price as a function of price anticipated by the contracting authority, market price and characteristic of procurement procedure – type of procedure, number of bidders and use of electronic auction.
THe second paper presents a methodology and first results of the zIndex – a public procurement benchmarking tool for contracting authorities that measures a deviation from best practice recommendations. zIndex is a composite index mapping many issues in the areas of openness, competition and transparency. Indirectly it measures efficiency and corruption potential in public procurement.
Then we will move our aim of interest to an additions and extra works resulting from incomplete procurement contracts. The goal of our paper is to describe economic logic behind using procurement and auction theory and identify some of the key drivers that increase the chances of additions in contract deliveries. Then we will test our conclusions on real data of public procurement from the Czech Republic, expecting to find some patterns in additions occurrence.
