Abstract: This paper is about the public finances of the EU. It shows on the theoretical background of the international public finances the evolution of the budgetary system, its changeover from the national contributions to the system of the own resources. It highlights the current budgetary problems: the excessive financial burdens of the net contributors and the need of reforms especially in the Common Agricultural Policy. The considerable part of the paper is dedicated to the forthcoming Eastern enlargement. It identifies the main differences between this and previous waves of enlargement and the major problems connected to it. It tries to estimate the costs of enlargement and challenges and risks for the future development of the EU finances. It concentrates on various reform scenarios, the distribution of the net burdens and the consequences of the enlargement on the Common Agricultural Policy and Structural Policy.
