Professor Luboš Komárek Appointed New Member of the Czech Fiscal Council

On November 27, 2025, the Chamber of Deputies appointed Prof. Luboš Komárek as a new member of the three-member Czech Fiscal Council. Prof. Komárek is an experienced specialist from the Czech National Bank and an academic affiliated with our Institute of Economic Studies. The Czech Fiscal Council’s mission is to assess whether the state and other public institutions comply with the fiscal responsibility rules set out in the Act on Budgetary Responsibility; this year, the Council operates with a budget of CZK 27 million. Prof. Komárek’s six-year mandate, during which he will replace Prof. Jan Pavel, will begin in the second half of January 2026. He will assume office after taking the oath before the Speaker of the Chamber of Deputies.

Prof. Luboš Komárek (born 1971) studied economic theory at the Faculty of Economics of VŠB – Technical University of Ostrava, where he received his PhD in 2001 and completed his habilitation in economics in 2006. He also studied economics at the University of Warwick, completed studies in marketing and management at the Silesian University, and holds an MBA from Newport University. He was appointed Professor of Economics in 2016.

Prof. Komárek has worked at the Czech National Bank since September 1996. He has served as economist, adviser to a member of the Bank Board, and head of the monetary analysis and monetary policy transmission unit within the Monetary and Statistics Division. Since July 2009, he has led the Department of External Economic Relations in the Monetary Section, and from December 2018 to May 2023 he also served as Deputy Director of the Monetary Section. He represents the CNB in expert bodies of the European Central Bank and at meetings of the International Monetary Fund and the World Bank. From 2008 to 2010, he served as President — and earlier as Vice-President — of the Czech Economic Society.

Prof. Komárek is the author of numerous scholarly publications and presentations, primarily on monetary theory and policy, exchange-rate issues, fiscal sustainability, sovereign risk, the mortgage and real-estate markets, European economic and financial integration, and matters relating to the euro. At the Institute of Economic Studies (IES), Faculty of Social Sciences, Charles University, he teaches the courses European Economic Integration and European Economic Policies, and participates in public-facing events. 

We consider Prof. Komárek’s appointment to the Czech Fiscal Council an important recognition of his long-standing professional work and an honour for our institute. We deeply value his expertise, energy, and dedication to our students, and we wish him every success in his new role.
