Abstrakt: | The e-procurement technologies — e.g. e-procurement software, B2B auctions, B2B market exchanges, and purchasing consortia – are frequently applied in the commercial sector as an efficient tool for, among others, optimization of operations, cost reduction and improvement of customer services. Recently, the advantages of e-procurement tools started to be more frequently deployed in the public sphere as an efficient tool for management of governmental purchases. This paper introduces basic theoretic models of public e-procurement and provides an overview of their application in the EU Member States. Later on, the paper focuses on the analysis of the Czech Public eProcurement Information System and provides a detailed examination of its major drawbacks and advantages. The findings of our analysis suggest that the evolution phase of the Czech Public eProcurement Information System corresponds to the first stage of the eGovernment model, which means that the System is still very little developed. Nevertheless, we also highlight the considerable potential for further development of the System. This paper constitutes a base for a further investigation of the System by means of quantitative assessment tools. |
