Abstract: In last twenty years, the european industry and science started to loose its position in the world. At the beginning, the reasons were seen in fragmented research in Europe. A lot of effort was put in unification of european research and development, but it did not change the basic tendecies of european economy. In the middle of nineties, the EU policymakers started view the EU economy problems not only as a result of fragmented research, but also as a result of an economic environment, which is not conducive to comercialization of research. They started to put more effort in creation of such environment by educating people that will be able to bring up innovative ideas and creation of environment in which they will able comecialize them. The description and evaluation of this effort and the possibilities of its implementation in Czech republic is the topic of this thesis.
