Abstract: This final thesis is approching to assess the investment approach to the higher education reform. The author of this paper argues that this approach unables to disign the reform in such way that there is the complementary relation between the efficiency and distributional equality. She shows an example of such system of financing on purely private basis -- "MyRichUncle" -- and argues that the market conditions in the Czech republic do not allow to implement the reform in this form. She refers to a reform based also on the investment approach yet designed for the specific Czech market conditions. She continues by arguing why was this reform rejected by the Czech parliament and what needs to be done in order to accept it and implement it successfully in the country.
