Czech pension system in the context of the European Union

|Abstract:||The thesis first describes the diversity of pension systems in Member States of the European Union in terms of the public pension expenditures and adequacy of pension benefits provided (chapter 2). It discusses the issue of the portability of pension rights within the EU (chapter 3). The main claim of the thesis is that harmonization of national pension systems in order to create the single labor market is not necessary. However, to foster the mobility of labor within the EU a more coordinated pension system in the EU should be supported, as well as a stronger funded pillar. The thesis presents R. Holzmann’s proposal of such a coordinated Pan-European pension system, with a non-financial (or notional) defined contribution (NDC) system at its core and supplementary funded pillar and social pillar at its wings. Next part of the thesis focuses on the national pension system in the Czech Republic and the assessment of the ongoing pension system reform (chapter 4). The final chapter analyses the case when the proposed Pan-European multi-pillar system is applied on the Czech environment.|
